The settlement that became the Town of Flora was established in October of 1827 when John Flora and his family arrived by covered wagon. The family had stopped at a spring where the Flora community building now stands. They lived by the spring for 48 years. John's younger brother, Jacob, also settled there. Culture and Entertainment
Flora has a very large park which includes the 4-H Fairgrounds, ball fields, playgrounds, and numerous buildings. Safe recreational facilities at the Flora Community Park have been a source of special pride to residents. The park is home to shelter houses for small family groups and playgrounds for children. The Carroll County Community Center is located at the edge of town. On Father’s Day weekend, the town is host to the annual Hog-Jog foot races and the Idlers Cruise-In car show in the park. In the fall, the town sponsors Moonlight Madness, an all-day event that includes garage sales, live music, food booths, and plenty of games and entertainment.
Every resident is welcome to join The Mission of the Flora Community Club. The club engages in activities which encourage the growth and development of children and citizens. The club also creates community activities to educate, enrich, entertain, and enliven the town and its environs. These activities include a Christmas parade and other holiday activities.

The most common industry in Flora is manufacturing. Other common industries include retail trade, transportation and warehousing, educational services, administrative, support and waste management services, and construction.
There are a few industrial parks in the Flora area. Flora Industrial Park provides space for manufacturing businesses. The park is conveniently located on State Road 75 just south of State Road 18 and just 30 minutes from I-65. The Sycamore Industrial Park is located in town on Sycamore Street. Frontage is on State Road 75, just a tenth of a mile south of State Road 18. The locations of these industrial parks make them easily accessible to both commuters and residents.

Carroll Consolidated School Corporation is a school district composed of five townships located in Carroll County, Indiana. The mission of the corporation is to challenge all students to achieve their highest potential, to approach life with confidence, and to acquire the skills and knowledge to succeed in a changing, global society. The corporation includes Carroll Elementary School, Carroll Junior High School, and Carroll Senior High School. Schools are firmly in the 21st century with the use of iPads that are given to each student to enhance his or her education.
The elementary school’s curriculum is based on the Indiana Academic Standards with a focus on college and career readiness. At Carroll Junior and Senior High Schools, students are engaged in a challenging curriculum that meets state and national standards and prepares them for future endeavors. The schools promote a safe, caring environment where the privilege of education inspires and encourages students to become successful lifelong learners in an ever-changing global environment. Students can participate in many sports and extracurricular activities. The Carroll FFA has been ranked in the Top 10 FFA Chapters in Indiana.
